The general description of the game remained mostly inline with the final release. The player is an enforcer that must find violating content and report it. The story description of the game on the kickstarter page lists three "directives:" "[crawling] through Violation - Mushroom Planet - Some Other Day (Vinyl) and searching for information on Hypnospace's Web, driving through the "Hypnospace Highways" in a driving mode to catch the violators, and watching out for malware and hackers and investigating "rumours of a rouge AI.
The update also included a video of an early version of Rodney Hook 's page. Jay Tholen released the second update for the game on September 9, As a rule of thumb, no significant pop culture items after the s exists.
This includes specific bands, specific novels, movies, etc. However, general movements are still retained, such as "rock bands, spaghetti westerns, trashy romance novels," or the internet obviously. Gaming news sites Rock, Paper Shotgun  and Cliqist  released their own articles on the new kickstarter. Rock, Paper, Shotgun's article described the general premise of Hypnospace, as well as commenting on some of Jay's previous work, Dropsy and Hypnospace Enforcer.
Cliqist praised Hypnospace's premise and pitch and described the Kickstarter as worth backing. An update on September 13,  showed off multiple functions in an early build of Hypnospace Outlaw.
Tholen also discussed the possibility of switching between different gamemodes: the Default Mode, a blend of case solving and driving on the Hypnospace Highway, Sleuth Mode, with a heavier emphasis on using HypnOS and Arcade Mode, with heavier emphasis on the Hypnospace Highway.
Tholen Violation - Mushroom Planet - Some Other Day (Vinyl) announced the first stretch goal. This announcement was released along with a video from Hot Dad of a "Hypnospace is Cool" jingle. This would likely later become the Truth About Trennis page. Tholen also discussed the development of the Hypnospace Highway; he mentions an idea where when a user's vehicle was destroyed or disconnected, the user had a chance of dropping a file that could be collected, which would help expand and flesh out their character.
This would ultimately lead to the idea behind collecting character's eulogies in the final Outlaw version. Tholen then goes into the development behind the sound of Hypnospace, such as the motifs behind the music and sound effects. He also mentions the existence of a chat function, an additional method of learning more about Hypnospace user's lives.
Finally, Tholen also showed off the page created during their last stream, an early version of user SendMeMoney16 's page. The update also included various press articles from opuszine. The articles promoted the ongoing Kickstarter campaign, discussed the games general premise, relationship to and inspiration from the old web. An update on September 19, announced the release of a prototype for the Hypnospace Page Builder for backers, and Hypnospace page contest for people with the page builder to participate in.
The core game loop was split into four main categories. First, users would check the inbox for new cases. Enforcers would be notified of any law changes and new laws, and a window would be available to look at any laws the enforcer was responsible for.
When the game first begins, the user would have around 3 laws, which would build over time. In the second part of the loop, the user would look through chat rooms or pages to find infringing content. Then, the user would go onto the highway to find and apprehend violators.
The final part of the loop involved retrieving the reward for catching violators and spending the money on upgrades for the car or other things such as Virtual Pets or desktop wallpapers. Different game modes would change the core gameplay loop. Arcade mode would involve mainly using the Hypnospace highway, and Operating System Mode would involve purely using Hypnospace's OS as well as a special application for assigning other enforcers outlaws to catch.
On October 1,the game was fully funded  The October 1st update revealed some final stretch goals including additional pets from Dropsy co-artists Jesse Bull and Acacia Lawson and additional page writing and GIFs from other collaborators.
November 29,marked the first developmental update after kickstarter. The update also included information on how elements of the pages would work, and how GIFs and 3D array elements on the webpage would be saved in and imported. This would be built upon in a December 26, update.
February 19,was the first developmental post of the new years. A backer release for the page buidler was slated for March 3,this release would eventually be pushed back to March Page builder now included fonts, text animation and links. The OS now included screensavers, mouse trails, themes, the launcher, dragging files between downloads and desktop, and sticky notes.
On July 7,Tholen released a tweet showing off an early version of the zone hub and Linda's Horror Page. On August 6,another developmental update for Hypnospace was released.
